The problem was found to be in /ugs/installed_programs.dat which has the
following entry for NX9:

[HKEY_LOCAL_MACHINE\Software\Unigraphics Solutions\Installed Applications]
4 _/ o2 ]6 ?" R6 R9 W4 `% `"Unigraphics V27"="/appls/ugs090/ugii/ugii"


) E% |! \2 E9 N4 y  Y' IIt should have been " Unigraphics V27.0"

Edit /ugs/installed_programs.dat, add .0 to "Unigraphics V27"
It should look like example below:
