Solution
It was determined that the user had a lot of entries in the Web History.

9 A+ ?  b7 w7 {7 y) i/ n1 EThe following command was run in a Teamcenter shell to Remove Web History for
this user from the database.

preferences_manager -u= -p= -g=dba -mode=remove -scope=USER
