The problem was found to be in /ugs/installed_programs.dat which has the
4 ]' S# T% z: q9 v% ?following entry for NX9:

4 d" ?0 e  n; I[HKEY_LOCAL_MACHINE\Software\Unigraphics Solutions\Installed Applications]
"Unigraphics V27"="/appls/ugs090/ugii/ugii"
% ]9 B% M* F( I; W2 K6 r( s6 y6 z

It should have been " Unigraphics V27.0"

Solution
Edit /ugs/installed_programs.dat, add .0 to "Unigraphics V27"
It should look like example below:
